Tribal Meeting Overview: Jurisdiction, Protection, and Nation-Building

On January 30, 2026, the Xi-Amaru Republic held its first official tribal meeting of the year. The meeting was convened by Nnakina Xi-Amaru Fears, Chief of the Xi-Amaru Republic, to address jurisdiction, protection of the people, and the continued development of the nation  .

This meeting served as an educational, preparatory, and nation-building session. It provided clarity on recent IRS activity and outlined the responsibilities of citizens and nationals as the nation continues to grow.

Purpose of the Meeting

The Chief opened the meeting by explaining why this gathering was necessary. As the nation grows, clarity and structure are required.

The meeting focused on two main objectives:

  • Clarifying jurisdictional rights in relation to recent IRS administrative actions

     

  • Providing updates on the nation’s progress, challenges, and next steps

     

 

The Chief emphasized that administrative instructions from outside systems do not determine Indigenous political identity or jurisdiction.


IRS Updates and Administrative Notices

During the meeting, the Chief addressed recent IRS updates for 2026. This included the IRS’s expanded use of artificial intelligence to issue automated notices, such as W-4 lock-ins sent to employers.

These notices were clearly explained as administrative instructions, not court orders. They do not determine citizenship, jurisdiction, or Indigenous status.

Citizens were reminded that fear often leads to unnecessary compliance. Understanding definitions, asking lawful questions, and staying informed are essential to protection.

Understanding the NAE Form

The meeting reinforced the importance of the Native American Exemptions (NAE) form. Submit Ticket to Request form CLICK HERE

This form allows employers to document why a Xi-Amaru citizen is claiming exemptions. It protects both the employer and the citizen by creating a paper trail.

Employers may submit the form directly to the nation for verification. Citizens who joined in previous years were encouraged to contact the administrative team to obtain the form and confirm employer communication.

Jurisdiction and Political Status

Chief Nnakina Xi-Amaru Fears explained that entering the jurisdiction of the Xi-Amaru Republic adjusts a person’s default political status.

Citizenship does not renounce U.S. citizenship. It does not allow someone to ignore lawful obligations. Instead, it affirms Indigenous political identity and the right to self-governance.

Federal recognition was addressed directly. The Chief explained that recognition does not equal permission and often limits Indigenous authority. The Xi-Amaru Republic operates on autonomy, not dependency.

Tax Exemption and Nation-Building

Tax exemption was discussed as a lawful exercise of autonomy, not tax evasion.

Our people do not generate taxable earnings within the U.S Jurisdiction. Preventing double taxation allows resources to be reinvested into security, infrastructure, and long-term development.

Citizens were reminded that systems do not build themselves. Nation-building requires unity, responsibility, and voluntary contribution.

Indigenous Rights Framework

Passages from the American Declaration on the Rights of Indigenous Peoples were read during the meeting.

These passages reaffirm the inherent rights of Indigenous peoples to self-determination, internal governance, and economic organization. These principles support the nation’s authority to protect its people and structure its internal systems.

Role of the Aboriginal Ministry of Justice

The Aboriginal Ministry of Justice was identified as the administrative and operational body serving the Xi-Amaru Republic.

Its responsibilities include jurisdictional notices, IRS assistance services, verification processes, and platform development.

Leadership acknowledged that the organization is currently understaffed. Citizens were encouraged to volunteer, contribute skills, and actively participate in building national systems.

Technology and Platform Updates

Updates were shared regarding platform development and communication systems.

These include verification tools, jurisdictional removal records, secure communication channels, and appointment scheduling. While progress is ongoing, delays were acknowledged due to staffing and security considerations.

At this time, appointments remain the most effective way for citizens to receive individualized support.

  • An entry-level Tribal Law Course beginning March 9, 2026
