Introduction
On November 8, 2024, Aboriginal Ministry of Justice held its first of two scheduled tribal meetings for the month, addressing key updates and outlining development plans in the Xi-Amaru Republic’s growth, taxation policies, and new career opportunities within the nation. The virtual gathering brought together tribal members who engaged actively in discussions about our current progress, upcoming projects, and opportunities for greater involvement.
Meeting Highlights
1. Nation’s Development and Infrastructure Progress
Opening Xi-Amaru Republic Office Locations
In response to community needs for accessible, real-time support, on behalf of the Republic Aboriginal Ministry of Justice has proposed opening two offices, with the first in Tennessee.
These offices would serve as central hubs for tribal services, provide a workspace for administrative functions, and foster member engagement.
Two Office Locations Budget:
- Office 1 (Tennessee): $172,300 for setup, staffing, and operational costs.
- Office 2 (Location TBD): $172,300 contingent on community votes and member density by state.
- Total Office Setup and Operations: $344,600.
Detroit Housing Projects and Potential Revenue
The Republic’s ongoing projects include the acquisition and renovation of two homes in Detroit aimed at supporting community-building efforts.
Currently underfunded, the project requires additional resources to complete renovations and begin generating revenue.
Once operational, earnings from rentals or refinancing will fund national initiatives and offer housing options for tribal members.
Detroit Housing Project Budget:
• Total cost estimated for completion: $92,000.
• Projected Earnings: Estimated monthly rental income of $1,200 per property, or refinancing potential of up to $160,000.
Xi-Amaru Republic Reservation (Community)
Additionally, plans are underway for a dedicated Xi-Amaru Reservation in Halifax, NC, envisioned as a unique, self-governed community that honors cultural values while supporting modern needs.
This autonomous reservation will not only provide housing and essential services but will also include community-centric businesses, healthcare facilities, and an educational system tailored to tribal culture.
Estimated total cost: $65,000

Unlike traditional communities, the Xi-Amaru Republic exercises full autonomy in its governance, infrastructure, and legal systems.
The Republic’s autonomous status enables it to create a self-sufficient society centered around the values and needs of its people.
Xi-Amaru Native Americans will have the unique opportunity to live and work within a community that operates independently from outside systems, with laws, education, and services tailored to support Xi-Amaru culture and identity.
2. Taxation Update
Introduction of the Tiered Contribution Model
To support our growth initiatives without imposing a traditional tax burden, the Republic has introduced a tiered monthly contribution model that will be implimented this month (November 2024).
It will allow tribal members to select a level of support based on their financial abilities. This system is designed to foster greater transparency, flexibility, and member-driven funding.
Each tier will directly contribute to specific projects, allowing members to see the impact of their contributions.
By creating a framework where citizens are active partners rather than passive taxpayers, this monthly contribution plan strengthens the Xi-Amaru Republic’s foundation and furthers its commitment to self-determined, community-driven development.
The tiered contribution system for the Xi-Amaru Republic’s development aims to provide a fair and flexible approach to funding community growth while empowering citizens, unlike a traditional tax system.

The tier system is flexible and can be updated to match the Republic’s evolving needs and priorities, making it more responsive than a fixed tax structure. If a new project arises or priorities shift, contributions can be redirected transparently.
By relying on community contributions rather than external or mandatory taxes, the tier system promotes self-sufficiency and independence for the Republic. It encourages collective responsibility and a communal approach to growth, reflecting the Republic’s values.
We hope with this approach it will balances flexibility, accountability, and inclusivity, aiming to enhance citizens’ quality of life through tangible projects rather than imposing standard taxes that may feel obligatory and impersonal.
3. Career Opportunities
Career Opportunities and Staffing Needs
Limited funding has led to a lean staffing structure, currently comprising one full-time and three part-time employees.
However, we’re optimistic that the tiered contribution model will enable us to expand and hire for key roles in government.
These new roles will provide tribal members with opportunities to contribute to national development and gain valuable professional experience.
Updates on open positions and the application process will be shared as funding progresses.
4. Q&A Session
Members discussed various topics, expressing interest in the tiered contribution model, project budgets, and the timeline for upcoming developments.
The dialogue emphasized the Republic’s commitment to open communication and inclusive planning.
5. Closing Remarks
Chief Nnakina Xi-Amaru Fears wrapped up the meeting by encouraging members to stay involved and reminded everyone of the next meeting on November 27, 2024, at 10:00 AM EST, which will focus on the Republic’s six-month strategic plan and the upcoming census.
Conclusion
This meeting underscored the Republic’s dedication to fostering a resilient, member-focused community. With transparent budgets and a unique funding approach, the Xi-Amaru Republic aims to sustainably develop essential infrastructure and services for the benefit of all members.
The tiered model provides a meaningful alternative to traditional taxation by encouraging voluntary, needs-based contributions aligned with national priorities.
